No. These print on a removable vinyl whose adhesive is made to let go: it peels off a painted bumper or tailgate clean, without heat, solvent or a razor, and without taking clear coat with it. Factory paint in good condition is fine. Where you should be careful is a repainted or peeling bumper, because a weak repaint can come up with anything that sticks to it. Peel slowly at a low angle, and wash the spot after.

Yes. The sticker is vinyl, not paper, with a gloss laminate over the print, so rain, snow, a hose and a car wash do not soak in or lift the ink. The laminate also takes the scuffs from road grit and wash brushes. The removable adhesive holds through all of that; removable means it comes off clean when you pull it, not that weather pulls it off. Apply to a clean, dry bumper and give it a day before the first wash.

The gloss laminate takes the sun and the scuffs so the print underneath stays sharp; without the laminate the print is exposed and dulls sooner. It has to go on the outside, print facing out; from inside the glass you would see the plain back. Keep it out of the rear wiper's sweep. For a graphic you look through from inside the vehicle, that is our see-through rear window graphics, which is a different film.
